There are fast-track immigration programs that can issue a provincial designation certificate. In most cases, this certificate will allow you to immigrate faster than under another immigration program.

Atlantic Immigration Pilot: pilot program
The Atlantic Immigration Pilot program helps you hire qualified candidates for positions you have not been able to fill locally. These candidates may be living overseas or living in Canada temporarily.

Each program has certain requirements which you and the candidate must meet.
Before you make a job offer, you must be designated by the provincial government of the Atlantic province where the candidate will be working.
Once you make a job offer, you and the candidate will have to work through a series of steps. If you both meet all the requirements, the candidate will be granted permanent residence status in Canada.
